Conservative Party's Manifesto

National Association of Primary Care
Press Release
5 January 2010

The National Association of Primary Care (NAPC), which is an independent, non-political organisation, warmly welcomes the Conservative Party's proposals announced yesterday in its 2010 Draft Manifesto. http://www.conservatives.com/draftmanifesto/

In particular, the Association actively supports the proposal to give General Practitioners the power to hold patients' budgets and commission care on their behalf, giving patients greater choice and involvement in their own care and treatment. ‘Such a proposal resonates strongly with this organisation's own Manifesto published last November', commented Mike Ramsden, Chief Executive Officer of NAPC.

‘Similarly, NAPC is delighted that the Conservatives intend to devolve decision-making closer to patients, eliminating unnecessary layers of bureaucracy and transfer freed up resources to support frontline doctors and nurses', he continued. ‘Such a move is extremely important, at a time when the funding of the NHS is so very seriously challenged', he added.

Mr. Ramsden went on to say that: ‘NAPC is also strongly supportive of the Conservative Party's emphasis on accountability in primary care and the linking of pay to outcomes. Although the standard of primary health care in this country is, overall, very high, there remains too much variability in its quality. Such an approach is required to challenge poorly performing practices. These proposals are exactly what are now needed to tackle the some of the key issues which currently face us'.
